The Great Reset: Project Popeye – Did weather manipulation succeeded decades ago or we should stick with the 'official' narrative that it was a failure.

Not too long ago, I came across a video that show the U.S. government tried to manipulate the weather and it wasn't successful. In fact after a few years it was stated the experiment was a failure. Then at the end of the video, someone who was involved in the experiment decades before said it wasn't a failure. They succeeded in modifying the weather. Hmmm… and now this from Sam Kwak:
