This is no longer a thesis. The general manager of The Bank of International Settlements Agustin Carstens stated boldly in 2020 that the central banks will have "absolute technological control" over your personal spending under the Central Bank Digital Currencies. 

Edward Dowd: "In other words, Carstens is introducing total-totalitarianism."
