This $105.3 million contract with the World Economic Forum is to help create a digital identification system for travel. This is called the Known Traveler Digital ID (KTDI)) and is part of the Digital ID program on the WEF's agenda. This program was first started in 2018 is a "pilot" and its implementation would be "voluntary" (so they say.)

Project partners include:

  • the Government of Canada
  • the Government of Netherlands
  • Air Canada
  • KLM Royal Dutch Airlines
  • Toronto Pearson International Airport
  • Montréal-Trudeau International Airport
  • Schiphol International Airport
  • the World Economic Forum.

An earlier report mentioned the four unidentified air carriers involved in this pilot project are looking to implement "innovative identity management solution" soon, which will include a person's biometric information such as fingerprints, eye scan and face recognition. The Trudeau Liberals had secretly scanned millions of travellers' faces without their consent at Toronto Pearson International Airport in 2016. Canadian provinces such as Ontario, Saskatchewan, British Columbia and New Brunswick have already forged ahead with a push for digital ID on the public.

According to the Known Traveler Digital ID website, this KTDI will allow governments to confirm proof of citizenship and other aspects of identity. Every time a government checks a person's digital ID, it is added to their record, possibly affecting their standing.

"These attestations are the backbone of trust and the basis of reputation and, ultimately, how security decisions are made by each participating organization. The more attestations a traveller collects, the more known he or she could become," the website reads.

"It is important to note that in order to be allowed to travel, the traveller must share ALL information required by the relevant entity (such as a border agency)."
