"I don't think we can impute any particular intention.… I would make two key points here. The first is that on any measure, reading from a legal perspective, the new draft represents a really significant climb on a number of key issues that I know. There were probably six or seven really egregious examples of overreach by the WHO and in pretty much every case they have deleted or watered down entirely. From that point of view this should be treated as something of a victory. However it's important to remember that these amendments to the IHR were only ever intended to strengthen an existing health architecture."
