Do note that the Defense Advanced Research Project Agency (DARPA) did fund HAARP with a number of other entities up until 2015. DARPA is known to have technologies that is 10 to 20 years ahead of what we have acquired at the civilian level. Basically what technology we current have are yesterday's technology for DARPA.
