Food For Thought: 'Popeye' and 'Olive Oil' – The secret of the early history of weather manipulation.
"We delve into the secret history of weather manipulation as revealed by David E Brown in his 2001 piece. The U.S. military, with the political and military stage set, began exploring how to alter the weather, particularly at the Navy’s China Lake weapons research centre. Between 1949 and 1978, this facility developed techniques for hurricane abatement, fog control, and drought relief, which caught the attention of the CIA during the Vietnam War. The CIA's first use of this technology involved crowd dispersal tactics, leading to the top-secret Project Popeye, which included over 2,600 cloud-seeding flights aimed at making the Ho Chi Minh Trail impassable. Join us as we explore the implications of these revelations, the ethical considerations surrounding weather manipulation, and the potential consequences of playing with nature."
An international treaty on weather modification entered into force in 1978 is called the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques, or ENMOD. "The main tenet of the treaty, which stands today, is this: 'Each State Party to this Convention undertakes not to engage in military or any other hostile use of environmental modification techniques having widespread, long-lasting or severe effects as the means of destruction, damage or injury to any other State Party."
